His role in Buffalo is unclear, so only grab him if your league is deep or you have extra bench space to hold him and see how much he plays early. He's a cheap pickup because if New Orleans trades or loses Chris Olave or Rashid Shaheed, Cooks would suddenly get a lot more passes thrown his way. Right now he's behind those younger receivers, so only put him in your lineup if a trade or injury happens, and keep an eye on team news.

Pick up Cooks as a safe depth play — he almost always gets about 10 yards and should see steady passes if the Saints fall behind Buffalo. He probably won’t have a huge game because Buffalo can limit big plays, but there’s very little downside.
