The Chargers are splitting tight-end reps and Michael Mayer looks like the preferred target, so don’t play Conklin if you can start Mayer or someone who catches more passes. If you have to use Conklin, treat him as a risky fill-in and check how much he’s playing, any injury news, and how often he’s thrown to before game time.
He got almost no targets last game, so don’t start him this week. If he’s available, pick him up and keep him on your bench — he could get more passes later, but treat it as a wait-and-see move.
Kansas City gave up a lot of points to tight ends last year, so Conklin is worth starting this week. I'm somewhat confident, but watch the first two games to see how often he catches passes and gets scoring chances — if he’s not getting many looks because of Dissly, bench him.
Grab him in the late rounds as a backup or to cover a bye week. He might get a few red-zone chances now and then but usually won’t have steady catches, so don’t count on him as a weekly starter.
